Income tax in Pennsylvania
- Pennsylvania taxes income at a flat 3.07% and does not start from federal AGI: it adds up eight classes of income, and a loss in one class cannot offset another.
- There is no standard deduction or personal exemption; employee 401(k) deferrals are taxed as wages, while Social Security and retirement distributions received after retirement are not taxed.
- Tax Forgiveness reduces or eliminates tax for low-income households, and the new Working Pennsylvanians Tax Credit refunds 10% of the federal EITC.
- Municipalities and school districts also levy a local earned income tax, and Philadelphia has its own wage tax; both are filed separately from the state return.
